· Appointed by the Attorney General of the United States to serve as the Federal Special Master of the Sept. 11th Victim Compensation Fund of 2001. In this capacity, he developed & promulgated the Regulations governing the administration of the Fund & administered all aspects of the program, such as evaluating applications, determining appropriate compensation & disseminating awards.

· Also one of three arbitrators selected to determine the fair market value of the original Zapruder film of the Kennedy assassination and was one of two arbitrators selected to determine the allocation of legal fees in the Holocaust slave labor litigation.

B.A. cum laude from the University of Massachusetts in 1967 and his J.D. from New York University School of Law in 1970, where he was Articles Editor of the Law Review.
